Yes.

 

Those candidates who have passed their Class 12 from open schools or as private candidates will not be eligible to appear for NEET but if you have studied English, Physics, Chemistry and Biology for two years as a regular student in a school. Only because you failed in some Class 12 subjects and have to appear for the subjects again as a private (compartment) candidate does not make you ineligible since you have received practical training for two years through regular schooling. If you clear your compartment with the required marks, you are eligible for NEET 2018.
