As you have said that you have made OBC-NCL Central category certificate so it is valid for all states across India because now your name is recorded in central reservation list of OBC. So if we talk about Home State quota, you can get advantage of home state quota if the college is in the same state where your permanent residence is located means it depends on your domicile.

As you told that you are living in Chattisgarh but your parents are living in Uttar Pradesh so your permanent residence will be in Uttar Pradesh until and unless you have some address proof of permanent residence located in Chattisgarh.

In JOSAA Counselling you have to produce a valid certificate/address proof for validation.
