I would request you to mention in which state you reside because only after that I will be to give you the insights and important information of how to go through it. As due to the pandemic some states are undergoing complete lockdown and some are undergoing partial lockdown.

And yes as far as your Application for obc certificate is concerned you can surely apply it only.

For example I am giving you the example of Jharkhand. Here we need to login in jharsewa.jharkhand.gov.in and then we have to select the application form we need. And thereafter we need to fill the form and upload the requisite documents. Similarly you have to go to your state website and apply for it.
