Firstly I congratulate you on scoring 35.6 marks in CUCET 2019 entrance exam and now to answer your question, the previous year's cutoff marks for round 1 of counseling for Bachelor of Science course at Central University of Haryana was 40 marks. 

Thus, it is highly likely that you would be able to get admission through the subsequent rounds of counseling at the Central University of Haryana.
