Ofcourse u are eligible for writing NEET UG xam.As the criteria says,u have to be atleast 17 yrs old by 31st December, inorder to be eligible for NEET.According to that rule,u will.be 17 by the 31st Dec of 2018.

Yes if that's the age your birth certificate reflects you are eligible under the eligibility criteria for NEET where the minimuma age should be 17 years by 31st December of the year you are appearing for.

The specifications for the exam say that you must have coupler completed 17 years of age by 31st of December of the year on which the examination is being held so yes in all probability you should be able to give the examination if you have particular Bruce regarding your birth date available for the aforesaid date which you have mentioned
