The government college seats are filled in by the 85% State Quota reservation.The counselling authorities are responsible for the allotment of seats.
Now based upon your category rank you may not have your seat alloted in many of government colleges for medical by State Quota.
Now for 15% AIQ there are 168 seats and reservations for SC, ST and OBC categories.

You have a decent rank but the cutoff has increased this year also for Bihar you rank is low so you have very less chances of getting a government college in Bihar even in state quota in EBC.
