Yes you are eligible to appear for NEET entrance exam as per the eligibility criteria student whose age is 17 years as on 31st December 2019 is eligible to appear for NEET which means a student born on or before 31st December 2002 is eligible to appear for NEET therefor you can appear for NEET.

the criteria is you must reach 17 years of age by xxxi of the year in which year appearing for the neet examination and since you will be reaching 17 years of age by August 2019 and definitely by December 2019 you will be 17 years of age so you are eligible to set for the 2019 NEET UG examination
