Sorry to break your heart ( infact your brother's) but it will not be enough to get into any NIT's. Because at this percentile your rank will be around 1,80000 (Considering OBC) and there is no hope in this rank. So, take my advise and tell your brother to work hard for the next phase i.e jee mains part 2.

now we can't predict the college according to percentile. so wait for qualifying cutoff score because this is done according to category and number of students appeared exam and shortlisted.

And my suggestion is to write april exam also for better score .

I would like to tell you that the second exam of JEE MAINS will be held in the month of April and the percentiles will be revised after that because the number of students appeared in the examination will increase. So you have to wait till April to know the final rank. I would suggest your brother to go for the second attempt and inprove his score as it is difficult to get NIT with this score.
