Based on your rank of CMR 5665 and OBC rank 1617 it won't be possible to get fashion designing in NIFT as the last year the last rank admitted in OBC category for fashion designing was 4564.

You can try applying for 2nd round counselling.

Also, you can apply in private colleges like pearl academy, ISDI, UID, MIT, symbiosis, FDDI which are also top ranked colleges.

The cutoff differs every year on the factors such as No. of candidates appeared for the exam, Difficulty level of the exam etc. However as per the previous year closing rank, The chances are less to get NIFT Delhi for Fashion Design.
