Normally the freshers (without work experience) when apply for CAT, they are in their graduating year i.e the final year. So none of them have their results out during the whole process of CAT, WAT and then PI and even when the MBA begins. So provisional certificate from the undergraduating college plays a crucial role for gaining the admit for any MBA college.

But as you are asking about PI eligibility without having a provisional certificate, it purely depends on the college. For example some colleges verify the documents first and then conduct the WAT-PI rounds and some colleges conduct the WAT-PI rounds first and then the document verification process.

So in any case your cousin needs to get that provisional certificate from his undergraduating college for completing the whole process of MBA admission.

Yes,  there is a provision with some colleges that you have to give a written application on the day of interview saying that you will provide the certificates at the time of admission. Without them you will not get admissions. Although this is a last resort. You can get a letter from college too with college stamp and letter head saying your certificates will be available till admissions. That will help too.
