As the rank which you have scored is a decent one and your category rank is better definitely you can apply in colleges you are looking for but getting top Government colleges would not be possible as the cutoffs and competition are to much for this colleges and you require a very good marks for it but never the less there are a large number of colleges in  which you can apply and also secure admission, below is the link from where you can check the colleges where you have chance of getting admission:

Hope you are doing great there . I regret to say this but with this percentile chances of your admission into some government college is nearly negligible . Even the only chance for you to get a seat in some government college is only and only in the physical round of counselling. You can definitely get a seat in some private college .
