Yes you can fill the application form as per NTA notification minimum age is 17 year for all the category and for maximum age for general is 25 year and for other is 30 year .

As per the NEET 2019 eligibility criteria, Minimum Age Requirement is 17 years as on December 31, 2019, and Maximum Age Limit is 25 years of age or more for unreserved category candidates and 30 years of age for reserved and PwD category candidates. So, according to your age, I think you are eligible for NEET 2020.
