With this rank you might not get government college for MBBS but you will surely get deemed universities on the basis of All India Rank. You might get Government College in your home state AP on the basis of state quota.

See it is little bit difficult to suggest that whether your daughter will get government seat or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon numerous factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But if we check out previous years NEET cut-off trends in Andhra Pradesh then there are good chances for your daughter to get seat in some of the GMCs through Home state quota, the reason being is last year the lowest cut-off marks was 526 for ACSR Government Medical College, Nellore under Home State quota for General category.
