As you have mentioned that your daughter is securing 470 marks in NEET 2019 I'll say that her marks is too less to apply for MBBS colleges under all India quota as for that she has to score 600+ marks but she can apply under state quota .I can't clearly say as you haven't mentioned your state but yes she can . remember cutoff varies every year depending on number of students appearing in the exam, difficulty level of exam, students scoring more than her and your category .
