Hello ma'am. In order to be a domicile holder of Andhra Pradesh, you must be a permanent resident of the state. She can still apply in government medical colleges in Andhra Pradesh through 15% all india quota if she has scored 600 above. She can also apply under management quota (Category B) through Andhra Pradesh state counselling. Hope it helps!
