The Hyderabad Karnataka region reservation is not for the students of Hyderabad in Telangana, it's for the Karnataka students in certain districts of the state of Karnataka. So she cannot avail the reserved quota seat.

Yes she can apply under 15% AIQ seats. As 15% seats in every govt Colleges is reserved for students belonging to some other states.
