As per minimum age limit, the candidate must have completed 17 years of age at the time of applying for the exam. So, yes when you will complete the age 17, you can apply for the exam.

As per the NEET 2019 eligibility criteria, a candidate is required to complete 17 years of age either at the time of admission or else on or before December 31, 2019.

So basically you will able to appear for NEET 2020 exam

there is no limit to attempt neet exam. the lowwer age limit is 17 years. a candidate need to be 17 years on 31 december of the year of applying.
