The eligibility criteria for neet states that
For Candidates of Unreserved Category (UR) he or she should be Born on or between May 5, 1994 and December 31, 2002 whereas For Candidates of SC/ST/OBC Category he or she should be Born on or between May 5, 1989 and December 31, 2002

Therefore according to the eligibility criteria you can appear for the neet 19 examination

You can appear for NEET 2019 ,as per the eligibility criteria candidate must be above 17 years of age on 31st December 2019, therefore candidate born before 1st January 2003 is eligible to apply for NEET 2019, you satisfy  the eligibility criteria so you can apply for NEET 2019. the registration process is already begun.
