Hello Sagar,
Yes your friend can apply for BSC in biology after he has passed 12 without failing any subjects. The BSC colleges for biology differ for different states. There is Delhi university, Vivekanada university, pc Jabin college and various others. If he scored more than 85-90% he can get admission in Delhi University else he should settle for other colleges which offer BSC in biology.
