if you are general candidate, this rank is not good enough to get admission in top colleges for M.TECH. You can apply for M.Tech research programme in IIT Madras though chances are really slim. You can apply for some NITS(not top NITs). There are other exams like isro exam, barc exam,iiit Hyderabad pgee exam you can prepare for those. You don't have many options at this rank if you are general category student.You can if possible/if this is your first attempt.
