As you have not mentioned your reservation category,  I am considering it to be Open category and providing you result accordingly. In SKCT, For CSE the lowest cutoff rank is 19876 as for the IT branch the lowest cutoff is  25347. So according to your rank of 23771, you have a chance of getting IT branch in SKCT but not for CS branch.
