As far as the closing ranks in previous years are concerned, for an SC rank in the range of 3000-3500, getting an IIT seems quite improbable given the history of previous years data that we have.

You cannot get any IITs with this rank for civil and mechanical. Chances are very less. You can try for NITs. But during counselling check for all the rounds you may get an IIT in last rounds. I am sharing link, you can find the ranks required for other branches in IITs and others:

based on your rank you cannot get civil or mechanical at any iit 

however you can try for 5 year courses and also some 4 year courses in iit bhu in mining,biochemical,pharma,ceramic 

you will also get rgipt and iipe for petroleum and chemical
