Hello sir
Yes belonging to the home state you can get nit Puducherry. Branches such as CSE,. Civil engineering, B.Tech Electronics & Communication Engineering, B.Tech Electrical and Electronics Engineering had their closing rank above 65000 so you've got fair chances of getting a seat in one of these branches.

But one said that I have definite chance of getting admission in Computer Science Engineering In Puducherry Branch If my rank is eligible for admission in which round can I get admission in a particular site it shows round 2 or 3 pls explain whether it is crt or not

Am sorry to say your rank doesn't meet the cut off of the college,so its not possible to get admission in this.
