You haven't mentioned your category assuming that you belong to general category you do not have chances of getting seat in Punjab Engineering College, Chandigarh. Your Overall rank must be with 50,000 to have decent chances to get seat in Punjab Engineering College, Chandigarh. The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

Seat Allotment depends on various factors like Home state, category, gender etc. You haven't mentioned you category so I am assuming it would be General. Also your profile says you belong to Orissa , so you are eligible for other state quota. The rank of  last admitted gender neutral seat for other state student was 65146 CRL. So based on this, it could be difficult for you to get seat in PEC Punjab. However you could get some colleges in State level Councelling.
