Congratulations on your KEAM rank. Sorry to say but with this rank 9689 and GENERAL category you can not get any seat in Governement Aided colleges in round 2.

According to previous year cutoffs and trends minimum closing rank in round 2 for governement college is around 3587 hence it would be impossible for you to get into any Governement Aided colleges but you can wait till round 4 and there is chance that you can get Engineering College, Idukki in round 4.

Or you can try other colleges in which you can easily get admission.
