NEET cutoff for state Rajasthan usually goes high so even if you score 395 marks from sc category it is very difficult to get admission in government college in rajasthan. however you can admisiion in some private colleges 

Rajasthan mbbs cutoff for 85% state quota setas for government college for SC category was 457-518 marks and for private college the cutoff was 261-488 marks. 

however every year cutoff is usually based on difficulty level of paper.

If your NEET marks are around 395, then government medical colleges is  very difficult to get.
