I got 431 marks(AIR-99569,Category.RANK-4887) in neet 2019 from SC category, can I get govt. medical college in AIQ or RAJSTHAN?

No, you will neither get a seat from Ai counseling nor from the Rajasthan state counseling as per this rank.
But you can go for comdek counseling and get a seat their you can get a seat at low cost there.

Yeah you should try at home state counseling that may give you a govt seat.
