As you mentioned that your obc NCL certificate is issued by delhi government then you need not worry about anything because in your jac counselling they would accept the certificate.

As your caste is not in delhi Central list I would recommend you to kindly contact the officials regarding this issue if you are in doubt because they are the rightmost person to guide you in this matter.
