Was an all india rank of 3301. And for the State Women Backward Class was a rank of 4273. Considering this and your AIR you will have a chance of Admission in CNLU under the OBC category only if your AIR is around this range.
Considering that your AIR is 13779 you don't seem to have any chances here.
