if in JEE main your OBC rank is 28000,so surely in 2nd or 3rd round of counselling you might get some good NIT or a good private college that intake through JEE scores.It totally depends on you which kind of branch you want to choose,like if you want to go for some of the branches like CSE or Mechanical wait till 3rd or 4th rounds rest for some other branches you can get in 2nd counselling.
