Yes, on the basis of previous year trends with 15000 OBC rank you do have some chances to get a seat in NIT

For example

In 6th round of josaa counselling 2020, under other state quota 15723 obc rank  was closing rank for gender neutral for obc category in NIT Agartala for production engineering
