You haven't mentioned your category  which is important as cutoffs varies among categories, in case you belong to SM then chances are very difficult to get a government college as per the previous year cut-off at the end of round 4, cut-offs change every year based on various factors like top score,seat matrix, difficulty level of paper, number of candidates appearing etc.
