Since you have not mentioned your category, I am giving the answer based on General category cutoffs of previous year(2018).

With a rank of 21534, you can get bio technology engineering at NIT Warangal. You can also get mining engineering at NIT Surathkal. You can get Chemical engineering, metallurgical and material engineering and mining engineering at VNIT, Nagpur.

Since you have mentioned top IIITs too,  let me mention here that IIIT Hyderabad and IIIT Bangalore take admission on the basis of marks obtained in JEE Mains, not on the basis of rank. In year 2018, the cutoff marks for IIIT Hyderabad CSE was 256 marks and cutoff marks for ECE was 210 marks. You can get Computer science and engineering at IIIT Bhubaneswar. At IIIT Bhubaneswar,  you can also get Electrical and electronics engineering, electonics and telecommunication engineering, information technology according to 2018 cutoffs.

Please note that this data is completely based on 2018 cutoffs. Cutoffs may vary based on factors like number of students appearing for the examination, number of seats available, difficulty level of paper etc.

According to your rank, I think you can try in Civil engineering, Production engineering and Mettalurgical engineering in NIT Trichy only if you are from home state.

In NIT Rourkela, you can easily go for Bio-technology, Ceramic, Chemical and Civil engineering based on previous two years trends.

In NIT Surathkal, you can go for Mettalurgical and Mining engineering.

In NIT Warangal, you can go for Bio-technology and Mettalurgical engineering.

In NIT Calicut, you can go for Bio-tech, Chemical, Civil and Production engineering.

These are top 5 NIT's according to me.

In case of IIIT's,

In IIIT Allahabad, you have a chance in Electronic and Communication engineering and a very good chance in Mechanical engineering.

In IIIT Kancheepuram, you have a good chance in Mechanical engineering.

In IIIT Kurnool, you have a good chance in all three branches as well.

Assuming you are general, you have chanes of getting decent branches at MNNIT Jaipur and at MNIT Allahabad like chemical engineering as per last years cutoffs. But it can still vary this year. You can also check last years cutoffs officially on the official website.
