Hello aspirant,with this rank it is difficult for you to get into NIT's.You should have a category rank within 5k-6k to get a seat in NIT's.You can get seats in lower branches in NIT Nagaland,Mizoram.You can also apply in special rounds in JOSAA for the average NIT's for branches like ceramic,mining,food processing.

According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs until and unless you deserves Home State quota but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

Note that the cut-offs are bound to change every year depending upon various factors.
