According to IIT JAM 2019 the closing ranks for chemistry in IITs is below 5000 for SC category.The closing ranks after third round counselling for some IITs and NITs are given below :

IIT Palakkad - 6679

IIT Patna  - 6409

IIT Ropar - 6549

IIT Jodhpur - 5846

NIT Rourkela - 6820

NIT Tiruchirappalli - 6975

NIT Calicut - 5239

You can apply in the above  IITs and NITs for admission.Keep in mind that the cut offs vary every year.
