In your question, it is not clear whether 19,000 is your AIR rank in the general category or your SC category rank. The cutoffs and percentiles vary each year in the different universities since the marks tallies to a different percentile every year. So the cutoff trend in 2020 will  be different from that in 2018 or 19.
