So as per your query you can secure seat if you have secure 800 less rank . So in the second round of counselling the chances will be very low as the .if all seats filled in college and only if any one goes out or vacent only will be given to you

You have not mentioned your category, so I will take it as General category. As per the last year cutoff and your rank, there are many colleges where you can apply for admission. I am providing with some of them:

Also, if you want only NIE then you have to wait till Round 3 as the cutoff in round 3 goes beyond 10000. So, you can easily get a seat in ISE . All these information are as per the previous years cutoff so it may change.
