As jee mains is about overall india wise the counselling is done according to all india ranks first and later on state wise .

The state counselling states basically bon the place from where the student has qualified 10+2 , that make sense if candidate is in up State he/ she will submit his portifilo in the same state and will be getting the admission in same state

Documents required for jossa counselling is

• Class 10th certificate
• Birth certificate
• Class 12th marks list
• State of eligibility
• Caste certificate st/ sc if applicable
• Medical certificate
• Oci/pio
