I'm going to appear in neet ug 2021 counselling. but my up domicile certificate is dated 13.10.2020. would it be valid in this year's counseling?

UP domicile is valid for people who have lived in the state for more than 3 years
The DM OR any SDM authorized by the DM shall be the competent officer to issue Domicile Certificates.
Generally it is issued a month before your admission but its validity varies in every exam
For NEET I would advice you to take new domicile certificate for good convenience
