Hey there!

If your school hasn't provided the passing certificate, you are advised to get in touch with the respective college (in which you are planning to attend the counselling) authorities and ask them what steps you should take. 

You maybe asked to get an application, signed by your school, that acknowledges that the school leaving certificate hasn't been issued yet.
