Since you have got 83 percentile chances for your admission into some NIT or IIIT is not possible , but yes you can definitely get a seat in other state government college. Among this also it can not be assured if you would get a seat in computer science but yes you can definitely get electronics and communication engineering. For these colleges you have to apply through HSTES counselling . I would suggest you to be patient and attend even the physical rounds of counselling for these colleges.
