Below are the cut-off trends for previous years.

For the year 2017, Electronics and Communication Engineering

General: 6998

State Quota: 15582

For the year 2016, General: 12700

For the year 2015, General:8550

As you can see there is a huge variation in the cut-offs. You have a chance with state quota if I had to conclude looking at the previous cut-off ranks.

The cutoff trends changes every year and it depends on the number of students appearing in the examination, difficulty level, number if available seats, etc.

According to your mentioned marks and previous year trends, your rank might be in the range : 13500-15000 (this may or may not be accurate due to varying trends every year).
