According to your questions your son's are resident at AP .

If you have residential Certificate issued by state government of AP than He is local in AP.

For a student to be a local in Telangana to get admission in telangana colleges,he has to reside in telangana for a minimum of 5-6 years.So, he will be local in Andhra Pradesh
