It is unlikely that you will get ba govt engineering college for studying computer science engineering.

Your rank is pretty high.

Other state rank is high also, comparing to the number of seats that OS category  has. Therefore, I would suggest you otherwise to look for good private institutes to pursue your dream rather than chasing behind a low ranked government college.
