Well yes you are, though the chances of getting admission in the main branch with this rank are low but I think you'll able to get a seat in at least one of the VIT but again you may not be able to get CSE/IT with such branch. VIT doesn't have any cut off for their exam though they have opening and closing rank for different branches of different campuses and that depends upon factors like number of applicants fill the form, number of applicants finally appeared in the exam, number of questions asked in the exam, difficulty level of the exam, performance of the candidate, previous year's cut offs trends, availability of seats in the institution. But i think the minimun rank required to be eligibile for counseliing in around 1 lakh so you can attend it's counselling.
