Your brother's best option will be to take an ECONOMICS ancillary course, which colleges offer with biotechnology engineering.

If this combination is taken, though, it can provide useful knowledge about the market applications and selling scope of the biotech patents a scientist comes up with, so its a good combo to take.

You should apply for universities in the US, particularly the Ivy Leagues, because they offer very unusual combinations.
