Semi government medical colleges provide admission based on NEET ranks. Some top semi-government colleges in India are:

Admission to these colleges is done in two categories, Al India quota (15%) and state quota (15%). Online forms for counselling will be out in second week of june. So, you need to fill the online form on your state's medical boards website and then state merit list will be released. Based on it candidates will be called for counselling.
