Sorry to say but with 545 marks in neet 2019 your chances to get a government mbbs seat is quite less in uttarpradesh as this year neet paper was easy plus uttarpradesh colleges have high cutoff.

If I consider the previous year data .Then you have good chances of getting admission in any of the government colleges in uttar pradesh through state quota .
The cutoff changes almost every year,so not much can be predicted .cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.
