Unfortunately you will not be eligible for any round of counselling if you have not qualified NEET UG 2021 because it is mandatory to qualify NEET UG to sit for counselling and the cut-offs for NEET UG 2021 are as follows :-

-->>> General - 50th percentile - 720-138 marks

-->>> SC/ST/OBC - 40th percentile - 137-108 marks

-->>> General-PwD - 45th percentile - 137-122 marks

-->>> SC/ST/OBC-PwD - 40th percentile - 121-108 marks

Now without getting qualified in NEET UG 2021 you cannot get admissions in any of the courses such as MBBS, BAMS, BHMS and other Ayush courses neither in government college nor in private college.
