I think you meant 2019 in your question. I wish you had told me which state's mbbs seats you want to know the cutoff for so I will give a general view of the cutoff range

If we see the past year data of NEET 2016, 2017, 2018 and 2019 all we can conclude is that, marks do not matter anymore, rather candidate rank in NEET will be deciding factor in getting admission in government medical college/university. However a score of 450+ is safe for you to get into private mbbs colleges in states like karnataka and maharashtra. You can check https://www.dmer.org/new/

In general the cutoff is Category - Marks range

Others 685 – 468
Other – PH 466 – 214
OBC 468 – 465
OBC – PH 213 – 210
SC 468 – 352
SC – PH 209 – 130
ST 466 – 303
ST – PH 213 – 118
Ofcourse there will be some colleges which will take admission even at scores like 350 but those colleges have heavy fees and some loopholes too. At the end of the day try to score the maximum you can and sit for the counselling and see if you have a score suffiicient enough for deemed universities but  never fall for scams. Try to score about 450. All the best.
